The role for Israel reflects a frame in the Psalms, נפץ, smash, used in Psalms 2 and 137. You would not hear this if I had not been strict about concordance. What instrument is used for smashing something. I chose sledgehammer for the noun equivalent, but maybe just a smasher. What is the nature of the smashing of nations? It is to lead them and the sledgehammer to truth. Not something we really understand today.
Maybe Babel will be healed (!) repay (v 6, 24 and 56) (שׁלם) is the same word as peace. This is a dialogue. Each verse has an implied speaker. Jeremiah is telling story without identifying speakers or changes in point of view. Imagine speaking in the voice of the speaker, sometimes God, sometimes Israel. It is part of the dialogue between God and his child through the mind of this prophet.
Prepositions על and אל are both glossed as against in verse 1. אל is normally to (4,184) 85%, against (49) is only 1% of its uses.
על is much more varied over (1,342) 28%, on (1,145) 24%, against (344) 7%, to (284) 6%.
