I think this is a parable - first of Pharaoh, and also of nations, perhaps of assemblies, of churches, of confessions, of pride... What is this water that we drink that has made us drunk on violence?
the nether parts of earth would be תחתי ארץ. (E.g. Psalm 63.10) Here we have three times ארץ תחתית. As in visions, the words may be backwards. Translations straighten them out. The phrase is rare in any case, and Psalm 86.13 provides a counter example.

|8||Cedars not could dim him in the garden of God. The fir trees were not like him for his apexes, and the chestnut was not as his adornments. |

and all the trees of Eden envied him, that were in the garden of God.

and his woolly foliage given to between the thick clouds, and his heart is exalted in its haughtiness,
|וְאֶ֨תְּנֵ֔הוּ בְּיַ֖ד אֵ֣יל גּוֹיִ֑ם |
עָשׂ֤וֹ יַֽעֲשֶׂה֙ ל֔וֹ כְּרִשְׁע֖וֹ גֵּרַשְׁתִּֽהוּ
|11||So I have given him into the hand of the potentate of nations. |
They will do what will be done for him. According to his wickedness, I have expelled him.
|וַיִּכְרְתֻ֧הוּ זָרִ֛ים עָרִיצֵ֥י גוֹיִ֖ם וַֽיִּטְּשֻׁ֑הוּ |

|12||So strangers, the ruthless of nations, have cut him off and have abandoned him. |
On the hills, and in all gorges, his tresses have fallen, and his adornments are broken in all the river channels of the land. And gone down from his shadow are all the peoples of the earth. And they have abandoned him.

And I made Lebanon mourn for him, and all the trees of of the field for him languished.
|מִקּ֤וֹל מַפַּלְתּוֹ֙ הִרְעַ֣שְׁתִּי גוֹיִ֔ם בְּהוֹרִדִ֥י אֹת֛וֹ שְׁא֖וֹלָה אֶת־י֣וֹרְדֵי ב֑וֹר |
וַיִּנָּ֨חֲמ֜וּ בְּאֶ֤רֶץ תַּחְתִּית֙ כָּל־עֲצֵי־עֵ֔דֶן מִבְחַ֥ר וְטוֹב־לְבָנ֖וֹן כָּל־שֹׁ֥תֵי מָֽיִם
|16||From the rumbling of his fall, I made nations quake, when I brought him down to Sheol with those going down into a pit. |
And in the earth's nether parts all the trees of Eden will be comforted, the chosen and finest of Lebanon, all imbibers of water.
|גַּם־הֵ֗ם אִתּ֛וֹ יָרְד֥וּ שְׁא֖וֹלָה אֶל־חַלְלֵי־חָ֑רֶב |
וּזְרֹע֛וֹ יָשְׁב֥וּ בְצִלּ֖וֹ בְּת֥וֹךְ גּוֹיִֽם
|17||Also they with him, let them descend to Sheol, to those profaned by sword, |
and his seed who inhabited in his shadow among nations.
|אֶל־מִ֨י דָמִ֥יתָ כָּ֛כָה בְּכָב֥וֹד וּבְגֹ֖דֶל בַּעֲצֵי־עֵ֑דֶן |
וְהוּרַדְתָּ֨ אֶת־עֲצֵי־עֵ֜דֶן אֶל־אֶ֣רֶץ תַּחְתִּ֗ית בְּת֨וֹךְ עֲרֵלִ֤ים תִּשְׁכַּב֙ אֶת־חַלְלֵי־חֶ֔רֶב ה֤וּא פַרְעֹה֙ וְכָל־הֲמוֹנֹ֔ה נְאֻ֖ם אֲדֹנָ֥י יְהוִֽה
|18||To whom are you like? Like thus in glory and in greatness among the trees of Eden, |
but you will be brought down with the trees of Eden to earth's nether parts. Among the fore-skinned, you will lie down, with those profaned by sword. He is Pharaoh and all the tumult. An oracle of my Lord Yahweh.
